Summit Township Permits

Burn Permit:

  • Required for and prior to any activity that consists of the open burning of vegetative matter (tree limbs & brush only).
    This permit is valid for thirty (30) days and can be renewed.
  • Items required for issuance:

All Uses:
1. Address of proposed burn
2. Name of responsible party
3. Burn pile description
4. Waste Description (vegetative matter only)
5. No Fee

Demolition Permit:

  • Required for and prior to the demolition of any structure larger in area than 100 square feet in order to ensure that the
    structure is properly removed from the Erie County Tax Roles.
  •  Items required for issuance:

All Uses:
1. Drawing – showing location of structure(s) unless no structures are to remain on the parcel
2. Certificate of Workers Compensation Coverage (current) for contractor; (listing Summit Twp as certificate holder)
3. Municipal Sewer Disconnection Permit (where applicable) – paid & copy provided
4. Flat Fee = $10.00

Driveway Permit:

  • Required for and prior to the construction of any new driveway that will be accessing a Summit Township roadway.
  • Items required for issuance:

All Uses:
1. Name of road to be accessed
2. Name of applicant
3. Address of applicant
4. Address of proposed driveway
5. Purpose of driveway/access
6. Flat Fee = $25.00

Floodplain Development Permit:

  • Required for and prior to any type of development located within any portion of a Floodplain area.
  • Items required for issuance:

All Uses:
1. Please see the Floodplain Management Ordinance to determine what may be required for the
scale of your specific proposed development within the Floodplain Management Area.

Occupancy Permit:

  • Required for and prior to the utilization of any newly constructed building or part thereof, which requires a
    Building Permit, in order to ensure that the Pennsylvania Universal Construction Code has been followed.
  • Items required for issuance:

Commercial & Industrial:
1. Labor & Industry Final Inspection – Favorable
2. Fire Department Inspection (Township) – Favorable
3. Township Land Development Office Inspection – Favorable/exterior [i.e. parking spaces, greenspace]
4. Highway Occupancy Permit – Completion Acknowledgement from PaDOT or Summit Township, as
applicable.
5. Financial Security established -(only for Conditional Occupancy authorized by Board of Supervisors)
6. No Fee

Residential & Agricultural:
1. 3rd Party Inspection Final Report – Favorable
2. Stormwater Management addressed w/confirmation from Twp. Engineer
3. Free of Charge

Operations Permit:

  • Required for and prior to any earth moving/disturbing activity, that is intended to be performed prior to or without receiving land development approval, which will be larger in area than one and a half (1.5) acres in order to ensure that all erosion, sedimentation and stormwater measures will be instituted properly.
  • Items required for issuance:

All Uses:
1. Application completed
2. E & S Plan approved
3. NPDES Plan approved
4. Financial Security established at $1,000 per disturbed acre (acreage rounded up)

Overweight Vehicle Permit:

  • Required for and prior to the use of Summit Township roads by overweight vehicles or over-width loads.
  • Items required for issuance:

Non-Residential:
1. Name of applicant
2. Address of applicant
3. Name of road which is proposed to be used
4. Period of proposed use
5. Minimum $1,500.00 Bond if required

Portable Sign Registration:

  • Required for and prior to the installment of any portable sign which shall not exceed 32 square feet in area.The registration
    is valid for a period not to exceed 45 days from the date of installation. There must be a 6 month time lapse before you can
    re-register and re-use a portable sign.
  •  Items required for issuance:

Non-Residential:
1. Name of applicant
2. Address of proposed site

4. Proposed sign verbage
5. Installation date
6. Removal date
7. No Fee

Road Occupancy Permit:

  • Required for and prior to any work which is proposed to be performed within the right-of-way of any Summit Township road.
  • Items required for issuance:

All Uses:
1. Name of applicant
2. Address of applicant
3. Sketch showing the location and details of the proposed work
4. Name of road which is proposed to be used
5. Estimated completion date
6. Flat Fee = $25.00

Sign Permit:

  • Required for and prior to the installation of any signs (i.e. pole signs, building signage, etc.) in Summit Township.
  •  Items required for issuance:

Commercial & Industrial:
1. Drawing – showing sign dimensions, verbiage and elevation(s)
2. Certificate of Workers Compensation (current) for general contractor (listing Summit Twp as certificate holder),
or notarized affidavit for coverage exemption
3. Estimated Cost of Construction (basis of sign permit fee):
[$6 for each $1,000 up to $200,000. + $2 for each $1,000 over $200,000.]; [Minimum fee of $10.00]

Residential & Agricultural:
1. Drawing – showing sign dimensions, verbiage and elevation(s)
2. Certificate of Workers Compensation (current) for general contractor (listing Summit Twp as certificate holder),
or notarized affidavit for coverage exemption
3. Estimated Cost of Construction (basis of sign permit fee):
[$3 for each $1,000 up to $200,000. + $1 for each $1,000 over $200,000.]; [Minimum fee of $6.00]

Special Event Permit:

  • Required for and prior to the occurrence of any event that will infringe upon the approved number of parking spaces at the event location.
    No portion of the event may occur in drive lanes, and handicapped parking spaces shall not be utilized. Each business will be limited to
    two (2) special events per calendar year.
  • Items required for issuance:

Non-Residential:
1. Drawing – showing event location and the number of parking spaces to be utilized.
(accessible spaces cannot be affected by the event)

4. Flat Fee = $75.00

Transient Mercantile License:

  • Required for and prior to the operation of any temporary transient business in Summit Township. This license is valid for thirty (30) days.
  • Items required for issuance:

Non-Residential:
1. Name of business owner
2. Name of business
3. Type of business
4. Proposed location
5. Description of products to be solicited
6. Proposed starting date
7. Flat Fee = $25.00

Zoning Permit:

  • Required for and Prior to the construction of any Residential or Agricultural structures, as well as the construction or renovation of
    any Commercial or Industrial structures.
  • Items required for issuance:

Commercial & Industrial:
1. Recorded Land Development Plan
2. All agreements recorded (Stormwater, Roadway, Signal, etc.)
3. Municipal Water and Sewer fees paid – with copy of Authority Permit(s) provided
4. Labor & Industry stamp of approval on (architect) drawings
5. Sidewalk Bond (where applicable) – established @ $20/foot of lot frontage & $5,000/Access Ramp
6. Certificate of Workers Compensation (current) for General Contractor (listing Summit Twp as certificate holder),
or notarized affidavit for coverage exemption
7. Estimated Cost of Construction (basis of Zoning Permit fee) –
[$6 for each $1,000 up to $200,000. + $2 for each $1,000 over $200,000.]

Residential & Agricultural:
1. Drawing showing location of structure(s) – setback compliance
2. Municipal Water and Sewer fees paid – with copy of Authority Permit(s) provided
3. Certificate of Workers Compensation (current) for General Contractor (listing Summit Twp as certificate holder),
or notarized affidavit for coverage exemption
4. Stormwater Application/small projects & Review Fee Reimbursement Agreement signed (if applicable)
5. 3rd Party State Inspection Agency named
6. Sidewalk Bond (where applicable) – established @ $20/foot of lot frontage & $5,000/Access Ramp
7. Estimated Cost of Construction (basis of Zoning Permit fee) –
